John P. Shaffer, Esq.
President

John was one of the original founders of Aligned Partners Trust Company in the year 2000.  He has served as its President since its formation.  He has been working in the trust and estate area for more than 35 years.  He is an active member of the Probate and Trust Law Section of the Allegheny County Bar Association having served as an officer from 2010-2018, including Chairman from 2016-2018.  John is also a member of the Real Property, Probate and Trust Section and the Elder Law Section of the Pennsylvania Bar Association. 

Prior to his current role, John was Head of Mellon Bank’s Trust Tax Department and Head of its Closely-Held Asset Valuations Unit.  Previously, John was a tax lawyer with the law firm of Eckert Seamans Cherin & Mellott practicing primarily in its Estate and Trust Department.  John also obtained a CPA license while working at the accounting firm of D.G. Sisterson & Co.

John has extensive overall experience in all aspects of estates and trusts, including preparation of complicated estate and trust plans and documents, administration of estates and trusts, preparation of all types of tax returns and managing policy and processing in trust departments.

Lisa M. Dougan, Esq.
Vice President

Lisa has acquired a vast knowledge of trust and estate administration over the past 15 years. She started her career by serving on the staff of the Honorable Lee J. Mazur in the Court of Common Pleas of Allegheny County, Orphans’ Court Division, while attending law school in the evening. Prior to joining Aligned Partners Trust Company, Lisa worked for a non-profit trust company that administered special needs trusts for individuals with disabilities. 

Lisa earned a Bachelor and Master’s Degree from the Bayer School of Natural and Environmental Sciences at Duquesne University. While studying forensic science in graduate school, Lisa decided to pursue a legal career. She went on to graduate cum laude from Duquesne University School of Law. 

Lisa is a member of the National Academy of Elder Law Attorneys, Pennsylvania Association of Elder Law Attorneys, Pennsylvania Bar Association and Allegheny County Bar Association.  She is active with the ACBA Probate and Trust Section and serving on its' Council.  Lisa also had the privilege of serving on the Allegheny County Orphans’ Court Rules Committee and assisting with the drafting of the new local Orphans’ Court rules in 2016. 

Thomas E. Crowley, Esq.
Senior Vice President

Tom has been working in the trust and estate area for more than 25 years.  Tom was previously a Senior Vice President and PNC Wealth Management.  During his 17 years there, he held senior and leadership roles in estate and financial planning, trust administration, and team leadership.  Tom also led the establishment and development of Key Bank's Private Bank operations in Pittsburgh.  Tom's fiduciary skills are deep and broad, having worked with many families and businesses engaging closely with them into the great variety of their financial needs.  He has crafted and interpreted numerous trust and estate plans as a bank trust officer and during his time in the private practice of law.  He has worked closely with families in their pursuit of creating a lasting legacy through smart and efficient intergenerational transfer strategies.  

At the time of this writing, Tom serves as the Chair of the Allegheny County Probate and Trust Section of the Allegheny County Bar Association.  He is also an ACBA Fellow and long standing member of the Attorneys Against Hunger Committee of the ACBA.  Tom is active in various charitable concerns in Western PA and has been a long time coach and sports board member in his home community of Mars.
